The Houston ISD Board of Managers holds public meetings where parents, teachers, community members, and students can speak. Speakers can join in-person and via Zoom but must register to speak by noon the day before the meeting. Meetings are generally on Thursdays at 5 pm at HISD, at 4400 W 18th St. Bring family and friends. Zoom speakers are after in-person speakers.

Step-by-Step Instructions How to Sign Up to Speak (Required)
If this is your FIRST time
- During the registration window, click the registration link houstonisd.legistar.com/Calendar.aspx. Then find the date and time -5:00 pm and click on e-comment on the far right.
- You can also create your account outside the registration window by clicking at houstonisd.granicusideas.com/meetings. Then click the menu to sign up. But you cannot register to speak until the window opens Sunday through Wed noon the week of a board of managers meeting.
- Create an account (you only do this once.) You should get an email from [email protected] where you have to confirm your account.
- Log in → click “View Agenda” → scroll to agenda items which are on page 2. Scroll to the bottom to get to page 2.
- Choose an Agenda item: You can sign up for literally any agenda item. To find agenda items, you may need to scroll to the second or third page. This is located at the bottom of each page.
- You may sign up for multiple agenda items, but you will only get one minute total to speak. If you sign up for multiple agenda items, you still only get one minute if there are more than 30 people and two minutes if there are less than 30 people.
- Click “Register to Speak” and “I Agree”

- Check spam for [email protected]
- Still nothing? Call Board Services: 713-556-6121 or email [email protected] before Wednesday noon.

How Speaker Order Works

Students, parents, and elected officials speak first at 5:00 pm ONLY if they fill out the priority Zoom form included in the confirmation email you get after registering to speak.
- Look for the line: “If you wish to be prioritized to speak early…”
- The form must be submitted by 2:00 p.m. the day before the meeting
- Save the Zoom link shown after submitting because it will not be emailed to you
- Everyone else speaks later, typically between 6:30–8:00 p.m.
- In-person speakers go before Zoom speakers.
- Speaker order is based on lobby sign-in.
(Yes — it’s confusing on purpose.)
Timeline and Time Limits for Speakers
5-6 pm: Group A speakers (parents, students and elected officials), sometimes longer
6-7 pm: Miles will praise himself, and presenters will tell you everything is great. There is no real discussion of board business in public as everything is on the consent agenda with a foregone vote of 9-0 in favor. Note: At the May meeting, the Group B speakers came right after the first group, so plan to get to the board room or on the zoom a little earlier this time.
7-8 pm: Group B speakers: Parents who want to speak later and everyone else. Then the Board of Managers will go to closed session to have discussions that should be held in public as required by law. Then they will return to vote 9-0 in favor of whatever Miles puts in front of them.
- 30 or more speakers: 1 minute per speaker (about 150 words)
- Fewer than 30 speakers: 2 minutes per speaker (about 300 words)
